While I was browsing the Internet I came across a blurb about the App Inventor from MIT (Massachusetts Institute of Technology).  This cloud based software allows for anyone to learn how to develop apps for the Android devices.

It walks you step by step through building a few basic applications, and then it also allows for you to branch off when comfortable to develop a little more on your own.  You do need a Gmail account or school email that uses the Gmail platform.  The App Inventor (now in version 2) works completely in your browser.  The program even has an emulator so that you can test your apps if you don't have access to an Android device.  It's aimed more at younger students but I think it's a good place to start for alot of people (particularly non-technology people) to dabble and learn more about building and designing apps.

Check it out! MIT App Inventor
